Ing. Antoine Sciberras is a distinguished C-level executive and regulatory expert with over two decades of experience in the electronic communications networks and services industry. His expertise spans the formulation, review, and implementation of European and international regulations and standardization instruments in cybersecurity, artificial intelligence governance, and electronic communications. He is a certified trainer (PECB), a certified mentor (EWEMA), and a certified Senior Lead Implementer for both ISO/IEC 27001 and ISO/IEC 42001 (PECB). His regulatory and standardization contributions extend to key initiatives, including the European Agency for Cybersecurity (ENISA) 5G Security Controls Matrix, the European Telecommunications Standards Institute (ETSI) CYBER and the European regulatory framework for electronic communications. Antoine has been actively involved in regulatory policy development through his participation in BEREC, various European Commission expert groups, and ETSI CYBER, where he has contributed to shaping EU-level policies and frameworks. Additionally, he has served as an expert evaluator for various EU cascade funding programs, assessing and guiding the allocation of funding to innovative technology initiatives across Europe. In addition to his executive leadership role, Antoine is a Senior Visiting Lecturer at the University of Malta. Over more than a decade, he has taught subjects in Telecommunications Regulation and Standardisation, Data Communications, Computer Networks, and Multimedia Systems at both undergraduate and postgraduate levels. He holds a Master’s degree in Knowledge-Based Entrepreneurship and a Bachelor’s degree in Engineering from the University of Malta, as well as a Postgraduate Diploma in Engineering Management from Brunel University London. His professional qualifications include certifications in Regulation from the London School of Economics, ISO 27001 and ISO 42001 implementation (PECB), and Project Management (PRINCE2).
